Rajasthan Governor Haribhau Bagde made the statement at a program organized in Nanded that Shankarrao Chavan was defamed without any reason when he was not at fault in the Babri Masjid case. The Governor was speaking at the memorial award program of MP Ashok Chavan's mother Kailasawasi Kusumtai Chavan. Since Kalyan Singh is in the BJP government, Shankarrao Chavan had insisted that President's rule should be imposed if Babri is to be saved. But some members of the cabinet opposed it. Sharad Pawar said that 356 should be imposed. Governor Haribhau Bagde said that 356 was not implemented and Babri fell.
